Rules


1. LAWS OF THE GAME

  • All games shall be played in accordance with the laws of the game as published by F.I.F.A. and any additional O.S.A. rules unless otherwise specified in these League Rules.

2. TEAM ELIGIBILITY

  • All teams outside the Scarborough Soccer Association must provide a “Playing Out Rights Permit” granting permission to play in the MLS 2012-2013 Indoor Soccer League (MLSISL) prior to their first scheduled league game. Teams outside the Scarborough District who do not provide a “Playing Out Rights” permit, will not be allowed to play.
  • A team in the U-13 and up groups may register up to 18 players who may all dress for any game.  Mini teams (U9, U10) may register up to 14 players.  U-11 & U-12 teams may register up to 16 players.
  • All players must have a valid player’s registration book (see section 3).
  • All players including CALL UPS (see section 5) must be registered with the club they are playing for in the league.
  • Players are not allowed to register with more than one team or to switch from one team.

3. PLAYER IDENTIFICATION

  • All teams must be duly registered to play in the MLSISL and possess O.S.A. books stamped for the 2012-2013 indoor season. Players will not be eligible to play in any league game if their O.S.A. book is not stamped for the 2012-2013 indoor season or if their book is not present at any league game.
  • Team officials must carry O.S.A. player registration books to all games.
  • The inspection of O.S.A. player books by a league convener is mandatory prior to the start of the game and must not delay the scheduled kick-off.
  • Failure to produce the O.S.A. player books will result in forfeiture of the game.
  • Only players for whom books are made available for inspection may have their names entered on the game sheet and be eligible to play.
  • Once a game has been started, team officials forfeit the right to investigate player books, excluding late player arrivals only, whose books/documentation must be checked prior to entering the field of play.
  • Any player arriving after that the start of the second half is not eligible to play in that particular game.
  • Violations of Section 3 could result in forfeiture of game.

4. PLAYER ELIGIBILITY

  • All players shall be duly registered in accordance with O.S.A. Policies and Procedures and must be covered by health, medical or similar insurance.
  • A player must be registered at least the day prior to a League in order to be eligible to play.
  • A team may not have more than the maximum number of players allowed on their roster (see section 2) dressed and playing in any one game. A player named on the game sheet is deemed to have played.
  • All rules and regulations as set out in O.S.A. Policies and Procedures regarding the signing and transfer of players shall apply.
  • Teams found to have used an ineligible player(s) or deemed to be an ineligible team, shall default the game(s) to its opponent(s).  In the event that both teams are found guilty of using ineligible players, no points will be awarded.  A team found guilty of using ineligible players will subject its Club to a fine of $100.
  • Violations of Section 4 could result in forfeiture of game and fine of $100.

5. CALL-UPS

  • Call ups may be used provided:
    • The player is a recreational player at the same age group or younger.
    • The player is a competitive player in a younger age group.
    • The player is a competitive player in the same age group at a lower level.
    • All call ups must carry a validated O.S.A. player book
    • Violations of Section 5 could result in forfeiture of game and fine of $100.

6. AGE GROUPS & DIVISIONS (Divisions may be combined depending on the number of teams registered).

  • BOYS – MUST BE BORN DURING OR AFTER THE FOLLOWING YEARS
    • Under 9, born 2004 (7 v 7): Kick-ins / 2 X 25 min halves
 / No offside
    • Under 10, born 2003 (7 v 7): Kick-ins / 2 X 25 min halves
/ No offside
    • Under 11, born 2002 (9 v 9): Throw-ins / 2 X 25 min halves
/ Playing offside
    • Under 12, born 2001 (9 v 9): Throw-ins / 2 X 25 min halves
/ Playing offside
    • Under 13, born 2000 (11 v 11): Throw-ins / 2 X 30 min halves
/ Playing offside
    • Under 14, born 1999 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
    • Under 15, born 1998 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
    • Under 16, born 1997 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
    • Under 17, born 1996 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
    • Under  18, born 1995 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
  • GIRLS – MUST BE BORN DURING OR AFTER THE FOLLOWING YEARS
    • Under 15 born 1998 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
    • Under 16, born 1997 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside
    • Under 17, born 1996 (11 v 11): Throw-ins / 2 X 30 min halves / Playing offside

Please note that in compliance with the new O.S.A. regulations effective January 10th, 2012, players born in a year younger than 2004 are not eligible to play up.

7. SUBSTITUTIONS

  • Substitutions are allowed at the following times and upon approval of the referee:
    • After a goal is scored by either team
    • At a goal kick by either team
    • At the beginning of any half
    • At the referee’s discretion upon injury
    • At the taking of your own throw-in.  Piggy Backing is allowed.
    • No substitutions will be allowed for players ejected from the game by the referee.

8. GAME SHEETS, REPORTING SCORES & OFFICIAL FEES

  • All teams shall furnish a complete list of players and team officials on the game sheet provided/generated, showing the full name of all players participating in the game and their OSA number.  The top portion of the game sheet must be fully completed by the team.
  • The game sheet must be presented to the field convener no later than 5 minutes prior to the scheduled kick off time.
  • Each team will pay 50% of Officials Fees.  Coaches/managers are to give the referee money to the field convener before the start of every game. Fees are as follows:
    • U9 & U10 $26 (each teams pays $13 per game)
    • U11 & 12 $30 (each team pays $15 per game)
    • U13 and up $36 (each team pays $18 per game)
    • Only players/team officials listed on the game sheet are allowed on the bench.
    • The referee will complete the game sheet and any discipline reports and submit these to the League Conveners immediately following the completion of the game.
    • For U10 and up, both coaches shall be responsible to report the score of the game online within twenty-four (24) hours of completion of game.  Failure to report the result (score) as described will result in a fine of $25.

9. DISCIPLINE & ABANDONED GAMES

  • The League will follow the Discipline By Review process for all cases as outlined in OSA Published Rules.  In some cases a Hearing will be required and as such the appropriate parties will be notified.
  • The league will follow OSA Standard Penalties for Misconduct.  This can be found on the OSA Website.
    • All red card offenses will be reported to the team’s home district associations.
    • If it is necessary to request police assistance, the MLSISL reserves the right to pass on any fees or cost incurred to the team/teams responsible or their club(s).
    • Game forfeits will result in a 3-0 win for the opposing team. Game forfeits will also result in a 2 point deduction from the responsible team’s overall standing.  Forfeit of the game by both teams will result in a loss for both teams and a deduction of 2 points from each team’s overall standing.
    • In the event the game is abandoned, the team that is responsible for the misbehavior will forfeit the game.

10. FAILURE TO SHOW

  • A team shall be allowed a 5 minutes grace period from the scheduled kick-off time for late arrival before awarding the game to their opponents.  A minimum of seven (7) players constitutes a team for an 11v11 game; for 9v9, a minimum of six (6) players constitutes a team; for 7v7, a minimum of five (5) players constitutes a team.  Only if there are less than seven (7), six (6) or five (5) players, can the kick-off be delayed.

11. GAME DURATIONS, EXTRA TIME RULES AND BALL SIZES

  • Length of all games will be as indicated in section 6 above.
  • Time limits follow the O.S.A./CSA guidelines for each age group.
  • Ball sizes are in accordance with O.S.A./CSA rules.
  • No overtime.
  • Half time periods will be 3 minutes.

12. GROUP WINNERS, TIEBREAKERS, WILD CARDS, FORFEIT RULINGS

  • Each team shall be awarded three (3) points for a win, one (1) point for a tie and no (0) points for a loss.  Any forfeited game shall be scored as a 3-0 win for the non-defaulting team and will result in a 2-point loss (from the overall standings) for the defaulting team.
  • At the end of the season the group winner shall be the team with the most points.
  • If teams are tied on points, the following criteria shall determine the winner or other eligibility.
    • Winner of game between the two teams (if more than 2 teams are tied, this criteria is not used)
    • Team having the most wins
    • Goal difference (goals scored minus goals allowed)
    • Most goals scored
    • Least goals allowed
    • Coin toss

13. PROTESTS

  • Protests must be made in writing by the team coach or team manager and must be accompanied by a fee of $250 cash within 1 day of the conclusion of the game being protested; the protest document must be hand delivered to a league convener.  In the event that the protest is upheld, the fee shall be returned.
  • No protest of a referee’s decision will be entertained.

14. GENERAL

  • MLSISL will not be responsible for any expenses incurred by any team if the league is cancelled in whole or in part.
  • MLSISL will not be liable for any injuries sustained by any participant or spectator in the league, on or off the fields.
  • The League Committee reserves the right to decide on all matters pertaining to the league and its interpretation of the rules and all other league documentation is final.

15. Note on U9 & U10 age groups

U9, and U10 age groups are considered MINI by the Scarborough Soccer Association.  Rules used in any other district will not be upheld in this league.  Only those held by the District of Scarborough will be used. Please note that in accordance with new OSA policy, the U9 age groups shall have no scores or standings.

16. Refund Policy

  • All fees including deposits are 100% non-refundable and 100% non-transferable, UNLESS an age group is cancelled.  Should an age group be cancelled, a full refund will be given to each team that has entered the league and for which we have received payment.
  • The MLSISL is sanctioned by the O.S.A. through the Scarborough Soccer Association and is assigned League #32ML.
